Launch update: faster model uploads

Model and dataset artifact uploads now use resumable chunks by default. Teams with unstable connections can restart failed uploads without re-sending completed data.

Large checkpoints are now significantly more reliable to publish, especially over long-running sessions and shared office networks.

We are adding transfer telemetry in the repository UI so you can see throughput, retry events, and deduplication savings per upload.
